baseRing of a RandomNicePencil -- part of a RandomNicePencil

Usage:

R = rNP.baseRing
Outputs:
- R, a ring, polynomial ring kk[s,t]

The base ring kk[s,t] which is the coordnate ring of PP^1. g=1; kk=ZZ/101; rNP=randNicePencil(kk,g);

R=rNP.baseRing
