Tolerance (NoetherianOperators) -- optional argument for numerical tolerance

Many of the numerical operations require a tolerance value, below which numbers are considered to be numerically zero. Tolerance should be given a non-negative real number. Over exact fields the default value is zero, while for inexact fields the default is 1e-6.
